JOB PURPOSE


Under the General Supervision of the General Manager, the Human Resource Manager will coordinate, implement and oversee all the Human Resource activities for the Institute.

SUMMARY OF DUTIES AND RESPONSIBILITIES:

  • Prepare Quarterly HR and Corporate Planning Report
  • Direct the development, implementation and administration of policies, programmes and procedures in keeping with the Institute’s and Government of Jamaica’s guidelines and regulations, to ensure consistency, equity and good human resource management practices.
  • Forecasting Institute’s staffing needs by analyzing development trajectory, organizational needs and level of staff turnover
  • Conduct the Recruitment and Selection processes for the Institute
  • Conduct onboarding exercise for new team members
  • Development of Job Descriptions and updating of existing descriptions
  • Ensure the development and required updating of the organizational structure of the Institute
  • Oversee the preparation of Engagement Contracts in accordance with documented terms and conditions of employment 
  • Implement best practices Records Management Policies
  • Oversee the administration of the Institute’s Health, Life and Pension Schemes ensuring that information regarding data such as beneficiaries and dependents are up to date
  • Co-ordinate the annual Group Health and Life Policies renewal
  • Operate as the chief liaison officer for the Broker and Providers of the Institute’s Health, Life and Pension Schemes
  • Establish and maintain a best practice records management system for leave administration.
  • Conduct Needs Analysis exercises to identify training needs in collaboration with divisional heads and supervisors with additional utilization of information from Performance Appraisal Reports
  • Develop and make recommendations for incentive programmes for staff (monetary and awards)
  • Development and maintenance of a comprehensive Performance Appraisal System for the Institute
  • Develop the Institute’s annual training plan
  • Monitor the Administration of the Institute’s Grievance Procedures
  • Serve as a part of the Institute’s Disciplinary Committee
  • Assist in the administration of the Sports Club, other informal activities and the outreach programme
  • Ensure that agreements for Motor Vehicle and Miscellaneous Loans are in line with established
  • Serve as the Institute’s Contact and Coordinating Officer for annual statutory declarations (interpreting, notifying, preparing and submitting)
  • Act as liaison between the Institute and the Ministry of Health on Public Health related Developments
  • Promote good interpersonal relationships in the organization through social and other activities; ensure that an attitude conducive to good work output is maintained by staff; and provide necessary counselling services to staff in attempts to assist in the resolution of problems.

MINIMUM QUALIFICATIONS AND OTHER REQUIREMENTS

  • Master’s degree in Human Resource Management/Public Administration or any related field.
  • At least four (4) years’ experience in Human Resource Management 2 years of which should be at a supervisory level
